II.ITEM SUMMARY

Authorizes the purchase of four Featherlite 3115 17’ Tram Trailers for the Fort Myers Beach Seasonal Tram Service.  Two will be purchased from National Trailer Source in the amount of $80,271.00 due to immediate availability, and two from CampSite RV in the amount of $77,660.00.  These four open-air trailers will be pulled by two-F350 pick-up trucks.

The trams will be purchased with Beach & Shoreline grant funding from the Visitor & Convention Bureau.

Due to the condition and useful life being met of our current trams, the replacement vehicles will allow for uninterrupted service to Fort Myers Beach during the upcoming season 11/21/24 - 4/23/25.

III.BACKGROUND AND IMPLICATIONS OF ACTION
 A)Board Action and Other History
County Procurement Ordinance 23-21 allows for three written quotations up to $249,999.99 for the purchase of goods and services. After conducting an analysis of the written quotes, National Trailer Source and CampSite RV were determined to be responsible vendors with the lowest responsive quotes.

The Fort Myers Beach tram service started in 2018 with two trams. Due to the success of the service, a third tram was added to keep up with the demand. Adding the tram decreased headways and augmented ridership.  This item will replace two of the trams and it is anticipated that the third will be replaced next year.

The tram service operated during the 2020 pandemic with over 170,000 riders. The 2022 season season saw nearly 400,000 riders.  Ridership of the tram service experienced a yearly average 16% increase before Hurricane Ian hit in September 2022.

LeeTran anticipates tram ridership to increase for the upcoming season due to reopening beaches, hotels, restaurants, and shops. LeeTran will continue to provide efficient transportation service for Fort Myers Beach which is a vital part of their community's infrastructure.
