TITLE:Approve Purchase Agreement with Central Florida Behavioral Health Network 

I.MOTION REQUESTED
 

A) Approve a purchase agreement with Central Florida Behavioral Health Network, Inc. for the County’s participation in the Coordinated Opioid Recovery (CORE) Network of Addiction Care in the amount of $158,827.00.

B) Authorize the Chair to execute documents on behalf of the Board of County Commissioners.

 

C) Approve a Budget Amendment Resolution to accept the grant funds for FY23/24 in the amount of $158,827.00 and approve an expenditure of like amount.


II.ITEM SUMMARY
 Lee County was selected in 2023 to participate in the Coordinated Opioid Recovery (CORE) Network of Addiction Care in partnership with Central Florida Behavior Health Network, Inc., the Florida Department of Children and Families, and the Florida Department of Health. This item approves the terms and conditions to extend the term of the purchase agreement through June 30, 2025, which allows for reimbursement of staffing needed by Public Safety to participate in this program. The total amount of this grant extension is $158,827.00. The term of the extension is through the end of the state fiscal year.
III.BACKGROUND AND IMPLICATIONS OF ACTION
 A)Board Action and Other History
  Coordinated Opioid Recovery (CORE) Network of Addiction Care is a program coordinated at the State level by the Florida Department of Children and Families and the Florida Department of Health. CORE is an integrated system of care first piloted in Palm Beach County, and the model is now being replicated across the state under a state appropriation to these agencies, with funding funneled to the local level by the regional Managing Entity. For our region, this Managing Entity is Central Florida Behavior Health Network, Inc. (CFBHN).

The program consists of the initiation of Medication Assisted Treatment in the field following an overdose. After transport to the hospital, the individual is provided transport and care in a multi-specialty medical group, which typically includes housing. The long-term success of the program involves counseling, financial, behavioral health, and other medical care and services.

This agreement will allow for the recovery of costs associated with EMS providing this service in the field in conjunction with a coordinated system of care established by CFBHN. The component EMS will engage in is the education of the patient, establishing consent, and administration of the first dose of medication in conjunction with other medications given to reverse the effects of an overdose.

The total amount of this extension is $158,827.00. The term of the extension is through the end of the state fiscal year.
