| TITLE: | Authorize Submission of Infrastructure and Public Facility Applications for CDBG-DR Funding |

| | | | | | | | I. | MOTION REQUESTED | | A) Approve submission of applications for Lee County Community Development Block Grant Disaster Recovery (CDBG-DR) Critical Infrastructure and Public Facilities Program funding.
B) Authorize the County Manager or designee to finalize the applications and sign any documents required for application submission and processing.

| | | | | | | | II. | ITEM SUMMARY | | Allows staff to work with County departments and outside agencies to develop applications for the CDBG-DR Public Facilities and Critical Infrastructure programs. Eligible applicants are the County and its six municipalities, but applicants can partner with independent districts, utility providers and nonprofits for eligible projects. Applications must be submitted no later than May 24, 2024. |

| | | | | | | | III. | BACKGROUND AND IMPLICATIONS OF ACTION |

| | | | | | | | | A) | Board Action and Other History | | | Congress appropriated supplemental funding for communities recovering from 2022 disasters, of which the US Department of Housing and Urban Development (HUD) allocated Lee County $1,107,881,000 in CDBG-DR funding to support long-term recovery efforts following Hurricane Ian. Program guidelines, plans and reports are available on the County's CDBG-DR website.

| | | | | | | | | D) | Analysis | | | The framework for Lee County’s expenditure of these funds is provided by the CDBG-DR Action Plan which was approved by the Board and HUD. Included in the eligible use of funds is the Critical Infrastructure and Public Facilities Program that provides grant funding for acquisition, resilient construction, reconstruction, rehabilitation, or installation of critical infrastructure or public facilities.
Eligible applicants for this program are units of general local government (Lee County and the municipalities). Applicants may choose to partner with non-profit agencies, utility providers, or special districts as subgrantees.
All County activities and projects that are not specifically identified in the Action Plan follow the Notice of Funding Availability process. Authorized applications will be further developed by staff, the County's CDBG-DR staff augmentation vendor, and external partner agencies where applicable.
Applications must be submitted no later than May 24, 2024.The attached documents provide information on NOIs recommended for potential submission if a full application can be developed by the deadline. |
