TITLE:Approve Purchase of Backflow Preventers for Ten Mile Canal Flood Control Project 

I.MOTION REQUESTED
 A) Approve US 41 Industrial Park Backflow Preventers 2023/2024 with Boyd Irrigation, Inc. in the amount of $198,995.00.
B) Authorize the County Manager or designee to approve the County Purchase Order on behalf of the Board of County Commissioners.
II.ITEM SUMMARY
 Awards a competitively bid project to Boyd Irrigation, Inc. in the amount of $198,995.00 to install 3 backflow preventers and associated works in the Ten Mile Canal plan area. The area has an inefficient water management system and floods during heavy rainfall events. The backflow preventers will provide substantial flood protection by preventing Ten Mile Canal floodwaters from flowing into the low-lying Lee County Industrial Park during major storm events. 
III.BACKGROUND AND IMPLICATIONS OF ACTION

  The Lee County US41 Industrial Park is within the Ten Mile Canal South Watershed in the current Lee County Watersheds 2000 GIS dataset (approximately 18 sq. mi). The area has an inefficient water management system and floods during heavy rainfall events. Businesses within the Lee County Industrial Park sustained over $1.8 million dollars in damages during rain events in 2017 (August flooding and Hurricane Irma).

On October 16, 2018, the Board awarded a contract to AIM Engineering (Phase III) to develop a comprehensive plan to reduce potential flooding throughout Lehigh Acres, Southeast Lee County, South Lee County and Whiskey Creek watersheds. This project was recommended as part of the Ten Mile Canal area drainage improvements.

On October 20, 2020 the Board awarded contract with Kisinger Campo & Associates (KCA) for design of drainage improvements to the US41 Industrial Park in the amount of $246,082.39.  The design cost was mostly funded by Hazard Mitigation Grant (HMGP) for total grant amount is $246,082.00 (State share $184,561.50 / local match $61,520.50).  The installation of the backflow preventers provides substantial flood protection benefit by preventing Ten Mile Canal floodwaters from flowing into the low-lying Lee County Industrial Park during major storm events.

Installation of the backflow preventers will help to eliminate repetitive severe flooding in the area, which causes structural damage and road closings in the area. The flooding also kept residents from accessing their businesses for extended periods of time.

 

This task will include the installation of structures S-1, S-2, S-5, and S-7 only.
