TITLE:Approve STA to Relocate a Water Main at I-75 & Daniels Parkway 

I.MOTION REQUESTED
 A) Approve Supplemental Task Authorization No. 1 to Contract No. 9807 with Kimley-Horn and Associates, Inc. under Solicitation No. CN230221CMR for Miscellaneous Utility Engineering providing for completion of design, permitting, bid phase services, and construction administration for the I-75 (SR 93) at CR 876/Daniels Parkway, Watermain Relocation, in the amount of $591,831.00.

B) Authorize the County Manager or designee to approve the Supplemental Task Authorization on behalf of the Board of County Commissioners.
II.ITEM SUMMARY
 

Approve a Supplemental Task Authorization (STA) to the contract for Miscellaneous Utility Engineering with Kimley-Horn and Associates, Inc. in the amount of $591,831.00.  Kimley-Horn will provide design, permitting, bid, and construction administration services to relocate a watermain for an FDOT project. 

 

Florida Department of Transportation (FDOT) is planning to construct a diverging diamond intersection at the I-75/Daniels Parkway intersection. In anticipation of the road construction, approximately 2,125 linear feet of 30-inch water main conflicts with the project limits and will need to be relocated. Due to the scope of the project and the level of effort involved with relocating the water main, Utilities is required to proceed with the construction ahead of the road work to allow the FDOT to meet its schedule. The project was approved by the BoCC and is included in the FY24 Utilities Capital Improvement Program.

III.BACKGROUND AND IMPLICATIONS OF ACTION

  On September 5, 2023, the Board approved the award of Solicitation No. CN230221CMR for Miscellaneous Utility Engineering, and Kimley-Horn and Associates, Inc., and 16 other vendors for County projects on an as-needed basis to provide professional engineering services as approved in the departments’ annual adopted budget. The expiration date of this contract is September 5, 2027.

STA No. 1 will provide design, permitting, bidding and construction engineering inspection (CEI) services for the relocation of the 30” water main at the I-75 and Daniels Parkway intersection.

  Utilities existing 30” water main falls within FDOT’s project limits to the I-75/Daniels Parkway Diverging Diamond project. Utilities is required to relocate approximately 2,125 linear feet of 30” water main to be relocated out FDOT’s project limits, and has to be done in advance of FDOT beginning construction of the diverging diamond. Utilities will relocate the 30” water main, and will abandon the portion within FDOT’s project limits, and will enter into a UWHCA agreement with FDOT to remove the abandoned water main.

Kimley-Horn & Associates is also working for FDOT on the Daniels Diverging Diamond intersection so there will be good coordination between the 30-in WM Relocation project and the FDOT road project.
