TITLE:Approve Purchase of One Roll-Off Truck and Six Semi-Road Trucks 

I.MOTION REQUESTED
 A) Approve Piggyback No. PB240154KLB to utilize pricing on the Florida Sheriffs Association Contract No. FSA23-VEH21.0 Heavy Trucks and Buses, for the purchase of one roll-off truck and six semi-road trucks in the amount of $1,212,410.22.

B) Authorize the County Manager or designee to execute any contract documents associated with purchases on behalf of the Board of County Commissioners.
II.ITEM SUMMARY
 Approves a piggyback purchase using the Florida Sheriff’s Association competitively sourced contract to purchase six Mack Tandem Axle Semi-Road Trucks and one Mack Roll-Off Truck from Nextran Trucking Centers.  The purchase amount is $1,212,410.22. This budgeted purchase includes two trucks whose manufacture was cancelled in FY23. The six being replaced semi-road trucks are from 11 to 17 years old with mileage from 338,000 to 608,000; all have heavy corrosion. The roll-off truck being replaced is 10 year’s old, with corrosion to the truck cab chassis and major mechanical issues. A market analysis was completed, and the purchase under this contract will represent a savings of 19.793% or $299,185.00.
III.BACKGROUND AND IMPLICATIONS OF ACTION

  Lee County Solid Waste submitted a request to Procurement Management for the purchase of equipment utilizing the Florida Sheriffs Association Contract No. FSA23-VEH21.0 Heavy Trucks and Buses purchases in excess of $100,000 are to be presented to the Board for approval.

  This equipment is in line with the BOCC goals for managing growth and asset preservation.
 D)Analysis
  This quoted equipment is used to transport waste materials throughout the solid waste management system. These budgeted vehicles are replacements necessary to maintain current service levels. These vehicles are direct replacements of assets that have reached their maintainable life.

The one (1) roll-off truck is replacing a 19-year-old vehicle with over 357,000 miles, severe cab and chassis corrosion, and major and frequent mechanical issues resulting in excessive downtime due to parts obsolescence.

Two (2) of the semi-road trucks were budgeted replacements for FY23. Truck manufacturers cancelled building orders in 2023 due to supply and labor shortages and did not resume accepting orders or building trucks until January 2024. The average age of these trucks is greater than 18yrs, with an average mileage exceeding 412,000. The average age of the four (4) trucks budgeted for replacement in FY24 is greater than 15yrs, with an average mileage exceeding 411,000. Each of these units has severe mechanical issues and/or extensive corrosion to the cabs and chassis caused by the corrosive nature of WTE ash.

The overall condition and economic viability of these units have been evaluated based on age, miles, maintenance history, and physical condition. Lead time for replacement vehicles is expected to be around 10-12 months from the time the order is placed. Additional mileage and maintenance costs will be incurred during this period.
