TITLE:Amend 2024 State Legislative Agenda to Include Little Pine Island Bridge Request 

I.MOTION REQUESTED
 Amend the previously adopted Lee County 2024 State Legislative Agenda to include an appropriations request for the Little Pine Island Bridge replacement project.
II.ITEM SUMMARY
 Requests a State legislative appropriation for the Little Pine Island Bridge replacement project. Scope changes required by the Florida Department of Transportation have increased the project cost by an estimated $1,830,000. Lee County is seeking to hold its cost-share to the previously approved and budgeted amount of $4,170,000.   
III.BACKGROUND AND IMPLICATIONS OF ACTION
 A)Board Action and Other History
  On September 28, 2022, Hurricane Ian made landfall in Lee County causing catastrophic damage to the Pine Island Road corridor through Matlacha including damage to the Little Pine Island Bridge. Temporary repairs were completed in October 2022. FDOT then hired a design build contractor to complete permanent repairs to the corridor in December 2022. FDOT subsequently recommended resiliency measures as a part of their design and suggested that the County consider accelerating full replacement of the Little Pine Island Bridge as part of the contract to construct the permanent repairs.

On April 18, 2023 the Board of County Commissioners reviewed alternatives for replacing Little Pine Island Bridge during a broader discussion about transportation priorities.

During its May 2, 2023 regular Board meeting, the BoCC approved consensus direction at the April 18, 2023 Board workshop to ask the Florida Department of Transportation (FDOT) to incorporate a full replacement of the Little Pine Island Bridge as a part of the permanent repairs to Pine Island Road through Matlacha.

  Project scope changes required by FDOT, primarily for additional use of anti-corrosive building materials, will increase total project cost from the amount originally anticipated. Current estimates increase the original $7,650,000 estimate to around $9,480,000. Currently, Lee County would be responsible for paying the additional expenses.

This agenda item authorizes submission of a request to the state legislature for an appropriation to cover project costs above the previously approved $4,170,000 local share.
