| | | | | | | | | I. | MOTION REQUESTED | | | Approve and authorize the Chair to execute the attached Agreement and Resolution with the Florida Department of Transportation for authorization to apply State appropriated funding to the Sanibel Bridge Hurricane Ian Repair project. |

| | | | | | | | | II. | ITEM SUMMARY | | | Execute an agreement with the Florida Department of Transportation (FDOT) which will allocate State appropriated funding to the Sanibel Bridge Hurricane Ian Repair Project. During the Fiscal Year 2023-2024 State Legislative process the County was awarded $51,670,049 to cover the local match required for repairs needed to the Sanibel corridor due to Hurricane Ian. FDOT is managing the contract to complete the repairs and approval of the action will allow the State to apply Lee County’s funding directly to the project and adjust the FDOT Work Program. |

| | | | | | | | | | A) | Board Action and Other History | | | | On September 28, 2022, Hurricane Ian made landfall in Lee County causing catastrophic damage to the Sanibel Causeway including damage to the approach slabs on all three spans of the Sanibel Bridges along with complete roadway failure on both Islands A and B. Temporary repairs were completed restoring two-way traffic to Sanibel through the Causeway on October 19, 2022. The Florida Department of Transportation hired a design build contractor to complete permanent repairs to the Sanibel Causeway in December 2022. The FDOT team recommended numerous resiliency measures as a part of their design including sheet pile walls, rip rap, gabion baskets, and landscaping improvements to help stabilize the roadway and Causeway Islands. On February 21, 2023 the Board of County Commissioners approved consensus from a Board Workshop and the County asked FDOT to include these resiliency measures in the contract.
During the FY 2023-2024 State legislative request cycle Lee County applied for and was awarded $51,670,049 in funding to cover the estimated 20% match required for repairs to the Sanibel Causeway. FDOT has been managing the project and this action will allow FDOT the ability to allocate the County’s State appropriation into the FDOT Work Program. Allocating the funds will ensure that FDOT can continue to pay the design build team and apply the County’s local match directly to the project expenses.
