TITLE:Approve Piggyback for Internet Services with Crown Castle Fiber 

I.MOTION REQUESTED
 A) Approve Piggyback No. PB230545JJB to utilize pricing on the MiCTA Contract No. 190AN-MTTISAFBOS2022-0827 for Telecommunications Master Service Agreement, for the purchase of Internet access and Internet security, on an as needed basis, through the contract expiration date of August 31, 2027, and any renewals or extensions approved by MiCTA, as approved in the departments’ annual adopted budgets. Individual purchases in excess of $100,000.00 will be brought to the Board for approval.

B) Authorize the individual purchase of internet access and internet security from Crown Castle Fiber LLC, in the amount of $191,952.00 to cover a 36-month service period.

C) Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

D) Grant the County Manager or designee the authority to renew the contract(s), and to execute all associated documents, as approved in the departments’ annual adopted budgets, if doing so is in the best interest of Lee County, and there are no cost increases associated with the renewal(s).
II.ITEM SUMMARY
 Approves a piggyback to use contract pricing on the MiCTA Telecommunications Master Service Agreement and authorizes the purchase of Internet access and Internet security from Crown Castle LLC.  This purchase amount is $191,952.00 for 36 months of service for the County’s existing main internet access and the County’s disaster recovery center. Any individual purchases more than $100,000.00 will be brought to the Board for approval

A market analysis was completed and the purchase under this contract will represent a savings of $4,066 per month or $48,792.00 annually.
III.BACKGROUND AND IMPLICATIONS OF ACTION

  Crown Castle is Lee County Innovation & Technology Department’s primary internet provider for county access to the internet. IT also utilizes Crown Castle Fiber for connectivity to Lee County Disaster Recovery datacenter.

  Staff explored multiple options considering smart growth, resiliency and security while reducing cost prior to entering into new agreements.

  This proposal will size internet capacity based on service demand for the next 3 years, while also providing protection against Distributed Denial of Service (DDoS) attacks at the internet provider; a security measure that was not necessary when initial contracts were executed but have since become a necessity to protect our organization from ever evolving cyber-threats.
