TITLE:Approve Purchase of Specialty Lab Equipment to Conduct Water and Soil Sample Testing 

I.MOTION REQUESTED
 A) Approve the purchase of an Avio 220 Max ICP Optical Emission Spectrometer and SampleSense prepFAST systems including delivery, installation, and training, in the amount of $105,562.57 from PerkinElmer U.S. LLC.      

B) Authorize the County Manager or designee to execute associated documents on behalf of the Board of County Commissioners. 
II.ITEM SUMMARY
 Approves the purchase of an Avio 220 Max ICP Optical Emission Spectrometer and SampleSense prepFAST systems from PerkinElmer U.S. LLC. The purchase amount is $105,562.57 and includes delivery, installation, and training. Natural Resources received three vendor quotes and PerkinElmer submitted the lowest quoted amount. These instruments will replace older equipment, are more robust, will increase efficiency and provide a reduction in costs for water and soil testing.  Purchasing this equipment will also remove the need for a contractor to perform the tests.  
III.BACKGROUND AND IMPLICATIONS OF ACTION

  Current instruments are antiquated as some replacement parts are no longer available from the manufacturer.  While waiting for procuring of new equipment, existing equipment needed to have major repair done which was very costly and samples had to be sent to third party lab contractor to be tested in the interim.  If equipment is not replaced, testing will need to be sent out to external contract lab for analysis. Third-party testing would eliminate the revenue the ICP-OES provides to the County, approx. $70,000 annually, and it is estimated it would cost an additional $75,500.00 annually to send water samples to a lab contractor to perform tests at the same level as the County currently performs.

  The new generation of ICP-OES are designed to be more robust, they will handle a greater range of matrixes without dilution. Advances in engineering and technology make the new instruments run faster and use less consumables such as gases and solutions. Improvements in selection of specific ions allows the instrument to measure both trace-level metal contaminates and for high level contaminants within the same sample, saving running that sample with multiple dilutions.  Combining this instrument with a PrepFAST auto-diluting auto-sampler will greatly increase the efficiency of minerals analysis and save hours of preparation and analysis time and monetary savings of high purity gases and electricity consumed. Last fiscal year the lab spent just over $15,000 on high purity gases (mostly argon) and about $3,500 for minerals standards. These expenses could be cut by 50% or more with the newer technology. Electricity costs are impossible to estimate but would be reduced as well.
