TITLE:	Award Contract for Turf Repair & Restoration at Kelly Road & Harlem Heights Soccer Fields

MOTION REQUESTED

A) Award Invitation to Bid No. B230516WCD, Kelly Road Soccer Field/Harlem Heights Turf Restoration-Hurricane Ian to JSM Services, Inc. for the complete repair services to the existing Kelly Road Soccer Complex and Harlem Heights Park Soccer Fields that sustained damages as a result of Hurricane Ian., in the amount of $2,477,102.00.

B) Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

ITEM SUMMARY

Awards a contract to JSM Services, Inc. to repair and restore the existing Kelly Road and Harlem Heights Soccer Fields, which sustained damages during Hurricane Ian. The contract amount is $2,477,102.00. Detailed work under this contract consists of removal and disposal of existing soil, turf and irrigation, tilling, grading and leveling all playing surfaces before installing new irrigation systems, top soil and new turf grass.

BACKGROUND AND IMPLICATIONS OF ACTION

	A)	Board Action and Other History
		The Lee County Parks and Recreation Department submitted a request to Procurement Management to obtain bids for a contractor to provide labor and materials to complete repair services to the existing Kelly Road and Harlem Heights Soccer Fields field which sustained damages during the recent hurricane Ian events. Detailed work under this contract consists of debris removal, removal and disposal of existing irrigation system, installation of new irrigation system, tilling, leveling, grading, sodding, mowing, fertilization, insect control, weed spraying, disease control, turf rolling, and irrigation monitoring. On September 12, 2023, Procurement Management advertised BB230516WCD, Kelly Road Soccer Field/Harlem Heights Turf Restoration-Hurricane Ian. On the bidding submission deadline of October 4, 2023, Procurement Management received one bid. The Parks and Recreation Department and Procurement Management reviewed the bid, and it is recommended that award be made to JSM Services, Inc., the lowest responsive, responsible bid, in the total amount of $2,477,102.00.

		Staff estimated up to 3 feet of saltwater from storm surge saturated the ballfields at Kelly Road and Harlem Heights soccer fields. For several months staff collected soil and water samples to confirm the high salinity content has caused the severe decline in growth of the turf grass. The top layer of soil and turf must be replaced in order to maintain safe playing surfaces for local, regional and state tournaments that supports sports tourism in SW Florida.
