| | | | | | | | | I. | MOTION REQUESTED | | | A) Approve Supplemental Task Authorization (STA) No. 4 to Contract No. 8859 with RMA Geologic Consultants, Inc. under Solicitation No. CN200224JJB for Miscellaneous Professional Services providing for the Florida Department of Environmental Protection (FDEP) required sampling, cycle reports, and underground injection control operation permits for the Corkscrew Water Treatment Plant aquifer storage and recovery system, in the amount of $143,300.00.
B) Authorize the County Manager or designee to approve the Supplemental Task Authorization on behalf of the Board of County Commissioners.

| | | | | | | | | II. | ITEM SUMMARY | | | Approves a Supplemental Task Authorization (STA) in the amount of $143,300 with RMA Geologic Consultants, Inc. to conduct groundwater sampling and prepare Annual Reports for the Corkscrew Water Treatment Plant aquifer storage and recovery system. Annual reports are required to be submitted to Florida Department of Environmental Protection (FDEP) and South Florida Water Management District. The FDEP Class V Underground Injection Control Permit will expire in June 2025. The consultant will also provide an updated Operations and Maintenance Manual and solute transport model required for permit renewal. |

| | | | | | | | | | A) | Board Action and Other History | | | | Procurement Management obtained proposals for the project known as CN200224JJB, Miscellaneous Professional Services. On the Proposal deadline of June 15, 2020, Procurement Management received 67 proposals. At the first evaluation meeting on August 20, 2020, the Evaluation Committee shortlisted 49 firms to return for presentations and a question and answer session. On September 11, 2020, at the second evaluation meeting, and based on the presentations by the proposers, the Committee reached a consensus to negotiate with and recommend the award of contracts to 38 firms for use on an as-needed basis for an initial three-year period in the amount of $1,139,939.91. The contracts can be renewed for up to three additional one-year periods upon the agreement of all parties.
Current Board approval is to award $143,300.00 to RMA Geologic Consultants, Inc.

| | | | | | | | | | D) | Analysis | | | | Florida Department of Environmental Protection (FDEP) requires regular groundwater sampling throughout the aquifer and storage recovery (ASR) Operational Cycle. Upon completion of Operation Cycles 23 and 24, an annual report is required for submission to FDEP and the South Florida Water Management District (SFWMD).
In addition, the FDEP Class V Underground Injection Control (UIC) Permit No. 0142222-018-022-UO/5X will expire on June 18, 2025. The consultant will provide an updated Operations and Maintenance Manual and solute transport model through the end of Cycle 24 required for permit renewal.
