TITLE:Approve Supplemental Task Authorization for Lift Station Easement Verification 

I.MOTION REQUESTED
 A) Approve Supplemental Task Authorization No. 1 to Contract No. 9554 with Q. Grady Minor & Associates, P.A. under Solicitation No. CN220184DWJ for Miscellaneous Surveying and Mapping – Annual, providing for legal description and sketches and easement verifications for Lee County Utilities lift station, in the amount of $198,520.00.
B) Authorize the County Manager or designee to approve the Supplemental Task Authorization and any associated Change Orders on behalf of the Board of County Commissioners. Any Change Orders that increase the cumulative total of the amount approved by the Board over $99,999.99 will be presented to the Board for approval.
II.ITEM SUMMARY
 Approve a Supplemental Task Authorization with Q. Grady Minor & Associates, P.A. to conduct field surveys to locate the limits of existing lift station infrastructures and easements for an amount of $198,520. This research will provide accurate mapping of the limits of the lift stations' infrastructure relative to the neighboring parcels. Additionally, the vendor will provide legal sketches and descriptions needed for entering easement data into the GIS database and if needed, the vendor will work with County Lands to obtain easements that were not previously identified.
III.BACKGROUND AND IMPLICATIONS OF ACTION

Procurement Management obtained proposals for the project known as Competitive Negotiation Request for Proposal No. CN220184DWJ, Miscellaneous Survey and Mapping Annual. On the Proposal deadline of March 28, 2022, Procurement Management received fifteen proposals. At the first evaluation meeting on May 6, 2022, the Evaluation Committee short-listed fifteen firms to return for presentations and a question-and-answer session.

 

On June 16, 2022, at the second evaluation meeting, the Evaluation Committee provided a final ranking of the firms and a recommendation to begin negotiations with all fifteen firms. Negotiations with all 15 firms were successful, and staff recommended awarding a contract for use on an as-needed basis for an initial three-year period as approved in the departments' annual adopted budget. The contract can be renewed for up to three additional one-year periods upon the agreements of all parties.

 

Current Board approval is to award $198,520.00 to Q. Grady Minor and Associates P.A. to conduct field surveys of lift station easements and provide comprehensive survey reports.

  Lee County Utilities must ensure the validity of the collection systems' lift station easements. The proposed professional services will provide field surveys to locate the limits of existing lift station infrastructures, research adjoining ownership parcels, and recover field evidence sufficient to map the limits of the lift station infrastructure relative to adjoining ownership parcels. Q. Grady Minor & Associates will provide legal sketches and descriptions for entering easement into the GIS database and if needed, provide the same to County Lands to determine easement locations where none exist. They will provide the drawing file of the field-located lift stations and easement line work with an accompanying survey report.
