| | | | | | | | | I. | MOTION REQUESTED | | | A) Award Competitive Negotiation Request for Proposal No. CN230279CMR Design Services for Lee-Hendry Landfill Ash Monofill Sideslope Closure to Jones Edmunds and Associates, Inc., for design, permitting, and construction phase services for the partial closure of the Lee-Hendry County Ash Monofill sideslope for the amount of $959,225.00.
B) Approve transfer from reserves in the amount of $1,000,000.00 to cover design costs occurring in the current fiscal year and adjust CIP budget accordingly.
C) Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners. |

| | | | | | | | | II. | ITEM SUMMARY | | | Awards a competitively solicited contract to Jones Edmunds and Associates, Inc., for design, permitting, and construction support services for the partial closure of the Lee-Hendry Landfill Ash Monofill Sidelope, in the amount of $959,225. The work includes permitting a master closure plan for the Ash Monofill. Construction of the closure liner and drainage system on the currently completed slopes will improve stormwater management on site and decrease wastewater generation.
The Board approved the project funding as part of the FY24 Solid Waste Capital Improvement Program. Total estimated project cost is $5,624,000 for completion in FY27.

| | | | | | | | | | A) | Board Action and Other History | | | | Procurement Management obtained proposals for the project known as Consultant Competitive Negotiation Act Request for Proposal No. CN230279CMR – Ash Monofill Sideslope Closure – Design. On the Proposal deadline of May 22, 2023, Procurement Management received four proposals: Atlantic Cost Consulting, Inc., Geosyntec Consultants, Inc., HDR Engineering, Inc., and Jones Edmunds & Associates, Inc.. At the first evaluation meeting on May 30, 2023, the Evaluation Committee invited the top three firms, to return for presentations and a question and answer session. On June 21, 2023, at the second evaluation meeting, the Evaluation Committee provided a final ranking of the firms, which resulted in a tie between Jones Edmunds & Associates HDR Engineering, Inc, and Geosyntec Consultants, Inc. A meeting was scheduled on June 28, 2023, to go over all the tie-breaker steps taken and provide a final ranking. During the meeting, the committee motioned to award the contract to the top ranked firm, Jones Edmunds & Associates, Inc. Negotiations with Jones Edmunds & Associates, Inc. were successful, and staff recommends awarding a contract for an amount of $959,225. |
