TITLE:Execute Amendment to Interlocal Agreement with Lee County Sheriff’s Office 

I.MOTION REQUESTED
 

Execute Third Amendment to Interlocal agreement with Lee County Sheriff’s Office to implement previously approved and funded project to provide for enhanced law enforcement service for areas of vessel regulation, fisheries enforcement and abandonment of property in the waters of Lee County.

II.ITEM SUMMARY
 Amends and extends agreement between Lee County and Lee County Sheriff’s Office providing one full time marine officer to assist Natural Resources Division in areas of vessel regulation, fisheries enforcement and abandonment of property in the waters of Lee County.  The position is Grant Funded by WCIND for this project and is included in the budget.
III.BACKGROUND AND IMPLICATIONS OF ACTION
 A)Board Action and Other History
  

The Agreement between Lee County and the Lee County Sheriff’s Office was executed November 18, 2008 under blue sheet 20081310. The first amendment to the agreement was executed March 20th, 2012 under blue sheet 20120210.  The Purpose of the Agreement is to provide for enhanced law enforcement service for areas of vessel regulation, fisheries enforcement and abandonment of property in the waters of Lee County. The enhanced law enforcement services are paid through funding provided by the West Coast Inland Navigation District Waterway Development Program. The proposed amendment to the agreement will extend the term of the agreement and program law enforcement services for an additional three years through September 30, 2021.

 B)Policy Issues
  

Natural Resources staff works with the Lee County Sheriff’s Office to assist with vessel regulation, fisheries enforcement and abandonment of property in the waters of Lee County.

  Tourism/sports. Safe and clean waterways are a vital component of our tourism infrastructure.
 D)Analysis
  

Amending this agreement will allow the Lee County Sheriff’s Office to assist Natural Resources staff with vessel regulation, fisheries enforcement and abandonment of property in the waters of Lee County.

Grant Funded. On May 2, 2017 the BOCC approved Resolution 17-05-04 requesting grant funding from WCIND for this project. On September 25, 2017 WCIND, as part of their annual budget, approved Lee County’s funding request.

VI.TIMING/IMPLEMENTATION
 

The project will begin immediately and funding will be reauthorized on an annual basis. Deliverables include enhanced law enforcement presence for the purpose of protecting navigation and natural resources within Lee County waters.
