| TITLE: | Approve Project Funding Revisions for American Rescue Plan Act United Way Nonprofit Grants |

| | | | | | | | I. | MOTION REQUESTED | | Approve revisions to the United Way-Lee County Nonprofit Human Service recommended project funding as required by the subrecipient contract between the BoCC and United Way to administer American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Fund project (ARPA-NE234A) for delivery of direct human services in response to the COVID-19 pandemic:
1) Reallocate $90,000 from Amigos En Cristo, Inc., to Lee County Legal Aid Society, Inc. (increasing total award to $490,000); and
2) Reallocate $268,000 from Salvation Army to Centerstone of Florida Inc., for the project Housing Outreach and Treatment (HOT) Teams / Peer Coordination project (increasing total award to $893,000). |

| | | | | | | | II. | ITEM SUMMARY | | Reallocates $358,000 of American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Funds provided to the United Way for delivery of direct human services. Because of work-plan revisions by partner agencies, United Way is requesting allocation revisions that do not change the total overall budget for United Way’s Nonprofit Human Service project. Specifically, $90,000 would be reallocated from Amigos En Cristo to Lee County Legal Aid Society and $268,000 from Salvation Army to Centerstone of Florida to provide services similar to those offered by the original awardees. |

| | | | | | | | | A) | Board Action and Other History | | | The BoCC participated in an ARPA workshop on September 7, 2021. On October 19, 2021 the BoCC authorized Phase One investments for American Rescue Plan Act Funding. On February 11, 2022 during its Strategic Planning session the BoCC provided consensus policy direction for Phase Two investments under the American Rescue Plan Act. Phase Two investments for American Rescue Plan Act funding were approved by the BoCC on March 1, 2022. On June 21, 2022 the BoCC approved revisions to the allocation plan. Lee County has submitted all required reports to US Treasury. |

| | | | | | | | | D) | Analysis | | | The American Rescue Plan Act (ARPA) provides $149,675,549 in direct local funding assistance for Lee County to address public health response; negative economic impacts to households, small businesses, and nonprofits; services to disproportionately impacted communities; core government services; and infrastructure.
To respond to the human service needs caused by the COVID-19 pandemic, the BoCC partnered with United Way of Lee County to issue a Notice of Funding Available (NOFA) for 16.2 million in American Rescue Plan Act funds.
On June 21, 2022 the Board approved United Way’s Nonprofit Human service projects and funding recommendations. United Way is requesting approval of revisions to the service project and funding recommendations. This recommendation does not change the overall budget for the United Way’s Nonprofit Human Service projects.
1) Amigos En Cristo, Inc. chose to decline $90,000 in funding previously approved by the Board. United Way recommends that the $90,000 be reallocated to Lee County Legal Aid Society, Inc. as the organization’s project has a similar mission. This action will increase Lee County Legal Aid Society, Inc total award to $490,000.
2) During the project performance period, Salvation Army changed the direction of their Homeless Resource Day Center to become a general Community Resource Center. They notified United Way that they will terminate their subrecipient agreement and will not require the $268,000 balance of ARPA award. United Way recommends that the $268,000 balance of their award be reallocated to Centerstone of Florida Inc. for the project Housing Outreach and Treatment (HOT) Teams / Peer Coordination project. This action will increase used amend the Housing Outreach and Treatment (HOT) Teams / Peer Coordination project total award to $893,000.
The projects will be monitored for federal compliance. The subrecipients are required to report quarterly to United Way and Lee County on project progress and performance. Lee County will review and submit the required quarterly and annual reports to the US Treasury with information related to each of these projects. |
