| | | | | | | | I. | MOTION REQUESTED | | A. Award grant funding in the amount not to exceed $60,000 to the Captiva Community Panel to secure professional services to complete an Infrastructure and Rate analysis as part of the the Captiva Septic Conversion Feasibility Study
B. Authorize Chair, or designee, to execute a grant funding amendment and any other documents necessary to complete the project.
C. Direct staff to create an Amendment to the Captiva Community Panel Planning Agreement between the Captiva Community Planning Panel and the County to complete a study of the Infrastructure and Rate analysis. |

| | | | | | | | II. | ITEM SUMMARY | | Awards grant funding in the amount not to exceed $60,000 from Lee County to the Captiva Community Planning (Captiva Panel) to secure professional services needed to complete further evaluation of septic conversion options for wastewater collection and treatment. The analysis will determine if improvements are needed to the transmission lines to accommodate Captiva flow to the Donax Water Reclamation Facility. A rate study will provide the recommended rates and connection fees for new Captiva customers. The Amendment to the Captiva Community Panel Planning Agreement, dated May 5, 2021, between the Captiva Panel, City of Sanibel and the County will be presented for BoCC execution after all parties reach consensus. |

| | | | | | | | III. | BACKGROUND AND IMPLICATIONS OF ACTION |

| | | | | | | | | A) | Board Action and Other History | | | Administrative Code, AC 13-3 adopted in 2001, authorizes the creation and limited funding of community panels for developing and updating community plans. The Captiva Community Planning Panel established a Wastewater Committee as a fact-finding team to support discussions for future planning and wastewater management for the Island. The following are milestones of the Panel’s efforts:
• June 2015 – The County Manager’s Office spoke to the Panel about wastewater issues, the FGUA South Seas Wastewater Treatment Facility acquisition and its plans for improving the facility for improved water quality
• December 2015 - FGUA spoke to the Panel about its wastewater treatment facility and presented a conceptual plan for a centralized system to replace on-site septic systems
• February 2016 – The Panel met with the Sanibel Mayor and City Manager to explore interest in partnering to improve water quality
• June 2016 - The Panel requested and offered comments on scoping for a Wastewater Alternatives Study to promote public policy discussion
• March 2017 –The County entered into a professional services contract with TKW for a not to exceed amount of $100,000 funded by the Lee County Utility Enterprise to complete a Wastewater Alternatives Study and public presentation to promote policy discussion with the Panel and Captiva community.
• May 2018 - TKW completed the study and presented its findings during a public meeting with the Captiva community on January 23, 2019
• March 2021 - The City of Sanibel Council discussed and supported its cooperative involvement with the Project at its Council Meeting.
• April 6, 2021 - The Captiva Community Panel received grant funds from the BoCC for more detailed Phase 2 – Captiva Central Sewer MSTBU Design Study and public presentation in cooperation with the County and City of Sanibel, for a not to exceed amount of $100,000.
• April 20, 2021 - Memorandum of Understanding (MOU) between the Captiva Panel, City of Sanibel and the County defining expectations for participation in the study is presented for BoCC execution. Both the City of Sanibel and the Captiva Panel signed the MOU on April 7, 2021.
The Captiva Planning Committee is requesting funding in the amount of $60,000 to complete a hydraulic modeling of existing City of Sanibel infrastructure to determine if improvements are necessary prior to connecting to the City of Sanibel Donax Water Reclamation Facility. Additionally, funding is requested to complete a Rate analysis to determine if the existing Sanibel utility rates are adequate to support the addition of the Captiva wastewater transmission to their Donax Water Reclamation Facility.
