TITLE:Award Construction Contract for Force Main Replacement & Reuse Main Upgrade Phase I 

I.MOTION REQUESTED
 A) Award Invitation to Bid No. B210461JJB, Summerlin Road Force Main Replacement and Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade – Phase 1 to Andrew Sitework, LLC for the force main replacement on Summerlin road and the reuse main upgrade at the Fiesta Village Waste Water Treatment Plant, in the amount of $8,581,862.00.
B) Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.
II.ITEM SUMMARY
 Awards a competitively bid construction contract to Andrew Sitework, LLC, the lowest bidder for the Summerlin Road Force Main Replacement and Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade – Phase 1 project in the amount of $8,581,862.00. The County received five bid submittals for this solicitation. The project includes the construction of a force main ranging in size from 16-inch to 24-inch and a reuse main ranging in size from 20-inch to 30-inch. The reuse main in this contract will connect to the project known as Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade Phase II, which will allow the transfer of reuse water between the two wastewater plants for distribution to customers or disposal in deep injection wells.

The Board of County Commissioners approved the project funding as part of the FY22 Utilities Capital Improvement Program. This project's total estimated cost is $9,465,002.00, and construction is anticipated to begin in January of 2022.
III.BACKGROUND AND IMPLICATIONS OF ACTION

  Procurement Management obtained bids for the project known as Invitation to Bid No. B210461JJB, Summerlin Road Force Main Replacement and Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade – Phase 1. On the bid deadline of October 13, 2021, Procurement Management received five submittals. After analyzing the bid submissions, Andrew Sitework, LLC, was determined to be the lowest responsive and responsible bidder.

The project includes the construction of a force main between John Morris Road and Safety Street, on Summerlin Road, and a reuse main between Fiesta Village WWTP and Fort Myers Beach WWTP. The construction of the reuse main will allow the transfer of both reuse and reject water between the two wastewater plants and their deep injection wells. The reuse main project will be constructed in two phases. Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade Phase I is included in this bid, and B210471ACN, Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade Phase II, is being awarded to Accurate Drilling Systems, Inc. The project will require a combination of construction techniques, including horizontal directional drilling and conventional open cut.

The Summerlin Road Force Main Replacement project will increase reliability in the service area and improve flow capacity. The current infrastructure is various size force main, not continuous, and has been suffering from consistent main breaks, which makes it a hazard to employees and environmental safety. What is currently installed is 28 years old and reaching life expectancy.

The Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade Phase I will provide more options for reuse and reject distribution, disposal, and greater operational flexibility in managing reuse water.

The Fiesta Village Waste Water Treatment Plant Reuse Main Upgrade project was approved for grant funding from the South Florida Water Management District because the project will eliminate discharges to the Caloosahatchee River.
