TITLE:Approve Sole Source Purchase of Transponders for Electronic Toll Collection System 

I.MOTION REQUESTED
 Approve Sole Source No. SS220004MKP to purchase transponders to electronically collect tolls from customers at County toll facilities, from Transcore LP, in the amount of $325,000.00 for a one-year period.
II.ITEM SUMMARY
 Approve a Sole Source with Transcore, LP to purchase transponders for a one-year period in the amount of $325,000. For 24 years, Lee County has been using Transcore, LP (fka Amtech) to provide customers with transponders for electronic toll collection which will now include multi-protocol transponders that will work in E-Z Pass lanes. Transcore, LP is the only vendor capable of providing the software used in Lee County and is also the provider for all Florida Department of Transportation and Central Florida Expressway tolling lanes. Funding is available in the current year budget for this purchase.
III.BACKGROUND AND IMPLICATIONS OF ACTION

On May 28, 1997, the Board of County Commissioners approved the initial purchase of Amtech (now Transcore) transponders as part of the variable pricing program to pay tolls electronically.

On January 1997, Amtech won the FDOT SunPass contract to provide electronic toll collection statewide. Amtech was the sole provider to FDOT of SunPass transponders. In 2000, Amtech was purchased by Transcore LP.

Throughout the years, the Board has approved Bid Waivers (#W-00210 and #W-010243) to purchase Transcore transponders that work specifically with the toll lane hardware and software in Lee County and throughout the state of Florida.

In 2008, the Board approved Bid Waiver # W-080274 to allow DOT/Tolls to continue to purchase transponders and associated set up costs from Transcore. The request was for an open-ended waiver until a material change in Electronic Toll Collection dictates transponders are no longer needed.

A sole source is being requested since Transcore continues to be the only vendor able to make the specific transponders that work in Lee County and throughout the State of Florida. This includes all Florida Department of Transportation's SunPass and Central Florida Expressway Authority's E Pass toll lanes.

The transponder technology is proprietary. No other vendor is able to make this type of transponder. The Sole Source with Transcore LP matches the pricing offered to the Florida Department of Transportation on the Florida State contract, but for the Lee County specific sticker-based transponder tags. It is anticipated that LeeWay will spend an estimated $325,000 to replenish the transponder inventory and to purchase multi-protocol transponders that will work in E-ZPass toll lanes.
