TITLE:	Approve Agreement with FGCU to Conduct COVID-19 Antibody Study Using CARES Funds

I.	MOTION REQUESTED
	A.) Approve agreement with Florida Gulf Coast University to conduct a COVID-19 Antibody Study using Federal CARES funding in amount not to exceed $450,000. B.) Authorize the Chair to execute the agreement on behalf of the Board of County Commissioners.

ITEM SUMMARY

Awards a contract to Florida Gulf Coast University in the amount not to exceed $450,000 to conduct an antibody study within Lee County. COVID-19 represents the most significant medical challenge in decades in which the clinical course, its comorbidities, and mechanistic considerations require comprehensive evaluation for future therapies. Understanding the prevalence of COVID immunity in the SW Florida community, especially among groups such as healthcare workers, it is critical for understanding how decisions could be made with re-opening our economy and community.

	A)	Board Action and Other History
		On April 14, 2020, the Certification letter to the Department of Treasury requesting the County's share, $134,459,744, of Coronavirus Aid, Relief, and Economic Security (CARES) Grant was signed by the County Manager. On May 12, 2020, the Lee County Board of County Commissioners directed staff to review opportunities to fund a local antibody study for the benefit of the Lee County community. The proposed scope of services is provided in the attached agreement.
