TITLE:Award Disaster Recovery Services Contract for Debris & Vegetation Removal 

I.MOTION REQUESTED
 
  1. Award Request for Proposal No. RFP190405BAG, Disaster Recovery Services for Debris & Vegetation Removal from Waterways and Natural Creeks in Lee County, to Aftermath Disaster Recovery, Inc. as primary vendor and TSI Disaster Recovery, LLC as secondary, to provide disaster recovery services for debris and vegetation removal from waterways and creeks in Lee County on an as needed basis, for an initial term of one year.

  2. Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

  3. Grant the County Manager or designee the authority to renew the contract, for up to three additional one-year periods, and to execute all associated documents, as approved in the departments’ annual adopted budgets, if doing so is in the best interest of Lee County, and there are no cost increases associated with the renewal.

II.ITEM SUMMARY
 

Awards contracts to Aftermath Disaster Recovery, Inc. as the primary vendor and TSI Disaster Recovery, LLC as the secondary vendor, to provide disaster recovery services for debris and vegetation removal from waterways and creeks in Lee County on an as-needed basis for an initial one year period.   Having a contract in place with debris removal firms for disaster recovery services, will allow the County to act swiftly after a major storm event to clear clogged or impaired waterways in order to improve flow and reduce the impact of any flooding that may occur.  The solicitation and contracts comply with federal reimbursement regulations, so any expenses incurred would be eligible for FEMA reimbursement.  No expenditures are planned for this fiscal year unless there is a major storm event.   

III.BACKGROUND AND IMPLICATIONS OF ACTION

Procurement Management obtained proposals for the project known as Request for Proposal No. RFP190405BAG, Disaster Recovery Services for Debris & Vegetation Removal from Waterways and Natural Creeks in Lee County. On the solicitation deadline of September 9, 2019, Procurement Management received ten submittals.

 

An evaluation meeting was held on September 30, 2019, during which the Evaluation Committee considered criterion as listed in the solicitation request including such items as: experience & references, company resources: facilities, equipment & personnel, company capabilities, financial stability, and price scoring.  Based on the information submitted by the proposers, the Committee reached a consensus to negotiate with and recommend the award of a contract to Aftermath Disaster Recovery, Inc. as the primary vendor and TSI Disaster Recovery, LLC as the secondary vendor. The contract is for use on an as-needed basis for an initial one year period. The contract can be renewed up to three additional one-year periods, upon the agreement of both parties. 

 

In order to be prepared for the next major storm event, and obtain maximum reimbursement from FEMA (or other federal agency), we decided to contract with firms that could assist us with cleaning critical flowways immediately after the storm (first push), and contracts that contained the necessary federal requirements to insure reimbursement.   Having this contract in place, will allow Natural Resources staff to assess the County’s immediate needs after any given storm and direct the firms to clear the areas that are most critical to improving flow and reducing the duration of the flood event.  

 

Since these contracts will be used to clear debris after storm events, there is no estimate as to the amount of usage for the first year.    Budget dollar amounts will be established per storm event.
