The Lee County Sheriff’s Office (LCSO) approached the Lee County Department of Transportation (DOT) with a desire to install Automatic License Plate Reader Systems (ALPR) on infrastructure maintained by DOT. This Interlocal Agreement between the parties establishes the process required to allow LCSO devices on County infrastructure. The installation of ALPR devices on county-maintained structures will provide optimal coverage of particular roadways thereby enhancing the public safety.
In many locations where the LCSO desires to place ALPR devices, there is already infrastructure in place that could accommodate the ALPR devices. Without this agreement, the LCSO would have to place new poles in the locations they desire ALPR devices which would create additional hazards in the road rights-of-way. The cost to add a new pole to an existing roadway could be approximately $50,000, so collocating these facilities with the traffic signal infrastructure represents a significant cost savings for the LCSO.
This agreement requires that the LCSO submit requests to DOT that detail the desired structure to attach the ALPR device. The LCSO is also required to notify the Traffic Operations Center at least one week prior to any new device being installed and one hour prior to performing any maintenance on a device located on a DOT structure. The agreement also establishes a rate of $25 per month per location that the LCSO will compensate DOT for providing power to the newly installed devices.
There will be no additional costs to DOT as a result of this agreement.
