TITLE:Execute Agreements for Gateway Boulevard and Commerce Lakes Drive Roundabout 

I.MOTION REQUESTED
 A) Approve and authorize the Chair to execute the attached Joint Project Agreement with the Gateway Services Community Development District for the Construction of a Roundabout at Gateway Boulevard and Commerce Lakes Drive.
B) Approve and authorize the Chair to execute the attached Amendment to the Interlocal Agreement with the Gateway Services Community Development District for Landscape, Signs, Drainage, Utilities and Street Light Maintenance. Amendment will transfer ownership of a section of Commerce Lakes Drive to the County.
C) Authorize payment of necessary fees and costs to complete the transaction.
D) Authorize County Lands to handle and accept all documentation necessary to complete the transaction.

II.ITEM SUMMARY
 

Execute a Joint Project Agreement and Amendment to the Interlocal with the Gateway Services Community Development District (GSCDD) for the construction of a Roundabout at Gateway Boulevard and Commerce Lakes Drive. Lee County Department of Transportation (DOT) is in the design phase of a roundabout at Gateway Boulevard and Commerce Lakes Drive, a portion of Commerce Lakes Drive is owned by the GSCDD and this amendment to the existing Interlocal will transfer ownership of the section to the County. The Joint Project Agreement outlines the responsibilities that both parties will have for water, force main, and reclaimed water lines that will be impacted by the roundabout. This project is fully funded; total project costs are estimated to be $1,600,000, including design and construction. Construction is anticipated to begin Spring of 2020.

 


III.BACKGROUND AND IMPLICATIONS OF ACTION

The Interlocal Agreement executed by the BoCC on February 21, 2017 transferred ownership and maintenance of certain portions of Gateway Boulevard, West Commerce Lakes Drive, and Griffin Drive in Gateway to the County. Lee County DOT is in the design phase of a roundabout at Gateway Boulevard and Commerce Lakes Drive. The section of Commerce Lakes Drive impacted by this project is owned by Gateway Services Community Development District. This Amendment to the Interlocal Agreement transfers ownership of a section of Commerce Lakes Drive to the County that is needed for the construction of the roundabout.

The GSCDD maintains the water mains, force mains, and reclaimed water mains located under Gateway Boulevard within the right-of-way limits of the County’s roundabout project. The proposed construction of the roundabout describes the relocation of the GSCDD’s mains.

 

The GSCDD will be responsible for all costs associated with the design, permitting, construction, and inspection of the utility relocation. The County will include the work in its contract for construction.
