TITLE:Award Contract for Alva Boat Ramp Renovation 

I.MOTION REQUESTED
 
  1. Award Invitation to Bid No. B190367BAG, Alva Boat Ramp Renovation to Kelly Brothers, Inc. for all labor, equipment, supplies, materials, and all operations in connection with the Alva Boat Ramp renovation project, in an amount not to exceed $495,371.95.

  2. Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

  3. Authorize an additional $49,537.20 (10% of the contract amount) in contingency funds to cover possible unforeseen expenses that may arise during the project. Grant the County Manager, or designee, the authority to use the contingency funds, and to approve the associated Change Orders, as may be necessary to complete the project.

II.ITEM SUMMARY
 

Awards a contract to Kelly Brothers in the amount of $495,371.95 to renovate the Alva Boat Ramp.   The renovations include widening the boat ramp from one lane to two, replacement of the boarding dock and parking lot improvements.  The boat ramp provides access to the Caloosahatchee River upstream of Franklin Locks for residents and visitors in eastern Lee County and was originally dedicated in 1990.   The project is 100% funded by boater registration fees.

Procurement Management obtained bids for the project known as Invitation to Bid No. B190367BAG, Alva Boat Ramp Renovation. On the bid deadline of August 2, 2019, Procurement Management received four submittals. After conducting an analysis of the bid submissions, Kelly Brothers Inc. was determined to be the responsible bidder with the lowest responsive bid.

 

Staff recommends awarding a contract to Kelly Brothers, Inc. in an amount not to exceed $495,371.95, and an additional $49,537.20, 10% of the contract amount, in contingency funds to cover possible unforeseen expenses that may arise during the project.

 

On April 18, 1990, the Board passed a resolution officially dedicating the Alva Boat Ramp and parking facility.

 

On June 17, 2014, the Board accepted a grant from the Florida Fish and Wildlife Conservation Commission for improvements at the Alva Boat Ramp.

 

On November 21, 2017, the Board approved awarding a design contract to Coastal Engineering Consultants for design of the project.

The Alva Boat Ramp is located at 21580 Pearl Street in Alva and provides access to the Caloosahatchee River.   It is currently a single lane facility with an associated parking area.   The renovations include widening the boat ramp from one lane to two, replacement of the boarding dock and parking lot improvements. 

 

The driving force behind this project is the need for improved universal accessibility at the boat ramp.   The existing path between the parking area and boarding dock is not sufficient to accommodate people with disabilities of those with unsure footing.   This project seeks to resolve this deficiency by providing an ADA compliant accessible route down to the boarding dock via a marked pedestrian crossing and ramp.  Additionally, the project will enhance boating in the community through the creation of a facility that is more user-friendly.   For example, the boarding dock will be widened and lengthened for greater pedestrian maneuverability, while drainage issues in vehicle use areas will be corrected.   Also, because of growth in the area, the number of ramp lanes will be increased to two.
