TITLE:	Conduct Public Hearing to Adopt an Ordinance Amending Airport Rules and Regulations Ordinance

I.	MOTION REQUESTED
	Conduct the Public Hearing to adopt an ordinance amending Airport Rules and Regulations, Lee County Ordinance No. 94-09, as amended.

II.	ITEM SUMMARY
	Proposed amendment will, 1) prohibit people from bringing animals into airport buildings unless they are Service Animals under Florida law, Government Animals, or animals in transit; 2) provide rules for travelling with animals; and 3) provide procedures for enforcement and the issuance of fines when the rules are violated.

BACKGROUND AND IMPLICATIONS OF ACTION

	A)	Board Action and Other History
		Recent increases in the number of animals travelling through and visiting airport buildings have caused a variety of health and safety concerns. The proposed amendment limits the types of animals allowed in airport buildings to Service Animals, Government Animals and animals in transit with a handler. Animals in transit must be carried, enclosed in a carrier or on a short leash and under the handler’s control at all times. The amendment also provides for enforcement and fines for violations.
