TITLE:Approve Contract Change Order for Matanzas Pass Boardwalk Replacement and Kayak Launch 

I.MOTION REQUESTED
 A) Approve Change Order No. 2 to Supplemental Task Authorization No. 7, under Contract No. 7608 with Coastal Engineering Consultants Inc., under Solicitation No. CN160311, Miscellaneous Professional Services, for the Matanzas Pass Boardwalk Replacement and Kayak Launch project: increasing the contract time by 330 days (to a total of 970 days) and providing an increase for Construction Engineering and Inspection Services in the amount of $72,250.00 (bringing the new contract total to $141,250.00).

B) Authorize the County Manager or designee to approve the Change Order on behalf of the Board of County Commissioners.

II.ITEM SUMMARY
 Revises the scope of work to be performed by Coastal Engineering Consultants to include Construction Engineering and Inspection Services for a new contract total of $141,250. The total estimated cost to design, permit and construct the improvements is $1,200,000 and is funded with Tourist Development Taxes. This project was planned and budgeted with improvements scheduled to be finished in FY2020.
III.BACKGROUND AND IMPLICATIONS OF ACTION
 A)Board Action and Other History
  On December 6, 2016, the Board of County Commissioners awarded Competitive Negotiation No. CN160311 Miscellaneous Professional Services to 21 firms, including Coastal Engineering Consultants, Inc., for use on an as needed, project specific basis for professional services countywide.

On December 20, 2016, Supplemental Task Authorization No. 1, for Construction Engineering Inspection Services for Blind Pass Dredging, was approved by the Board, in the amount of $143,990.00.

On July 21, 2017, Supplemental Task Authorization No. 2 for Matanzas Pass Preserve Boardwalk Addition was awarded in the amount of $23,890.00.

On July 21, 2017, Supplemental Task Authorization No. 3 for Pine Island Commercial Marina Phase III Construction Documents was awarded, in the amount of $21,970.00. A change order was administratively approved on November 9, 2018 to add time to the project, but did not increase the contract amount.

On August 10, 2017, Supplemental Task Authorization No. 4 for Construction Documents, Surveying, and Construction Administration for Old Pelican Bay Maintenance Dredging project was awarded, in the amount of $27,595.00.

On October 17, 2017, Supplemental Task Authorization No. 5 for the Design and Construction Administration of Crescent Beach Park Truck Hall was awarded, in the amount of $15,950.00.

On November 17, 2017, Supplemental Task Authorization No. 6 for Design, Permitting, and Construction Administration for Alva Boat Ramp was approved by the Board, in the amount of $64,900.00. On January 24, 2019, Change Order No. 1 was administratively approved to add time to the project, but did not increase the contract amount.

On January 31, 2018, Supplemental Task Authorization No. 7 for Matanzas Pass Preserve Phases 3 and 4 for Design, Construction Documents, and Permitting was awarded, in the amount of $33,440.00. On July 13, 2018, Change Order No. 1 increased the contract by $35,560.00 for a new contract total of $69,000.00.

On May 2, 2018, Supplemental Task Authorization No. 8 for Design, Surveying, and Construction Administration of Ten Mile Canal Dredging was awarded, in the amount of $145,340.00. On June 13, 2019, Change Order No. 1 was administratively approved to add time to the project but did not increase the contract amount.

On April 16, 2019 the Board approved an out-of-cycle Beach and Shoreline funding request of $1.1 million for the Matanzas Pass Boardwalk project to replace elevated boardwalks along the Davis Simpson Trail and replacement of the paddle craft landing and pavilion.

Matanzas Pass Preserve is one of the most unique places on Estero Island. Being one of the few undeveloped and protected areas left on the island, the preserve is home to a diversity of native plants and animals. The unspoiled park has a museum and gift shop, interpretive stations along the trails, trailside benches, paddle craft landing area and a pavilion which provides a panoramic view of the Estero Bay Aquatic Preserve.

The Matanzas Pass Preserve has approximately 1.25 miles of trails that wind through the canopies of mangroves and hammocks. The bayside park offers visitors opportunities to observe wildlife and native plants. The boardwalk is in need of replacement to allow continued ADA public access to the undeveloped, protected area of Estero Island.

 

Work includes: construction of a new boardwalk along the preserve trail to connect to existing boardwalks; replacement of boardwalks along the Smith Trail and Davis Simpson Trail; replacement of the pavilion; replacement of the kayak launch; and replacement of benches.

 The construction contract along with the construction cost will be brought before the Board of County Commissioners for approval.
