TITLE:Approve Budget Amendment Resolution for Approved Waterway Development Projects 

I.MOTION REQUESTED
 
  1. Approve Budget Amendment Resolution to fund and establish thirteen major maintenance projects totaling $1,622,849.

  2. Amend the Major Maintenance Program in the amount of $1,622,849 to include the additional projects

II.ITEM SUMMARY
 Approves the creation of thirteen new navigation related major maintenance projects that are funded by a grant from the West Coast Inland Navigation District (WCIND) in the amount of $1,622,849.  For the majority of these projects, Lee County will serve as the grant administrator for other County agencies that receive sub-grants from WCIND.  The projects to be funded are in the categories of marine law enforcement, environmental education, boating safety, boating recreation and navigation improvement.  Each year, WCIND provides grant funding to Lee County for various waterway projects.
III.BACKGROUND AND IMPLICATIONS OF ACTION

WCIND was established by the Florida Legislature in 1947 to be the local sponsor of the U.S. Army Corps of Engineers (ACOE) sharing the cost of planning, construction, and maintenance of the Gulf Intracoastal Waterway (GICW) between the mouth of the Caloosahatchee River and the Anclote River. In 1989, WCIND was authorized to participate in more waterway-related activities, including inlet management, navigation improvement, and the posting and maintenance of channel markers and manatee protection speed zone signs. Programs were initiated by WCIND to encourage boating safety, environmental stewardship and boating access.

 

Today, WCIND is a taxing district that includes Manatee, Sarasota, Charlotte and Lee Counties.   Each year, Lee County receives grant funding for our requested projects and also acts as a pass through for other agencies within Lee County.   If approved, the budget amendment will establish project budgets for each new WCIND funded project, including County implemented projects.

 

On May 21, 2019 the Board approved Resolution 19-05-15 requesting grant funding from WCIND for various projects totaling $1,622,849.

A budget amendment is required for Lee County to expend grant funds, and reimburse sub-grantees.

 

Typical projects approved each year include marine law enforcement, environmental education, boating safety, boating recreation and navigation improvements.   Specific projects and amounts awarded are detailed in the attached resolution.

The projects are eligible to begin immediately with extensions available until September 30, 2022.

Staff will submit reports and reimbursement requests to WCIND on a quarterly basis.
