TITLE:Approve $881,165 Conservation 20/20 Purchase Agreement 

I.MOTION REQUESTED
 
  1. Approve Purchase Agreement in the amount of $881,165 for the acquisition of Nomination 473-4, Conservation 20/20 Land Acquisition Program, Project No. 8800 identified as STRAP Nos. 33-44-22-00-00008-0020; 33-44-22-00-00008.002B; 33-44-22-00-00008.002C; 33-44-22-00-00008.002D and located at 9720 Stringfellow Road, Saint James City, FL;

  2. Authorize Chair on behalf of the Board to execute the Purchase Agreement;

  3. Authorize Staff to close this transaction;

  4. Authorize payment of the necessary fees and costs to complete the transaction;

  5. Authorize County Lands to handle and accept all documentation necessary to complete the transaction;

  6. Authorize the Solid Waste Division to purchase up to 15 acres of the parcel, at the average per acre purchase price, if they are viable for a storm event debris staging area;

  7. Accept donations at closing from Greater Pine Island Civic Association and Calusa Land Trust and Nature Preserve of Pine Island, Inc. in the amounts of $250 and $5,000 respectively, and

  8. Approve Transfer of Funds from Reserves in the amount of $900,000 for the purchase of Conservation 20/20 Nomination 473-4 and amend the FY 18/19 budget accordingly.

II.ITEM SUMMARY
 Acquires +/- 58 acres in Saint James City for the Conservation 20/20 Land Acquisition Program, and reserves up to 15 acres for the Solid Waste Division to purchase at the per acre price, if the reserved area can accommodate use as a storm debris site. The purchase price is $881,165 (or $15,193 per acre) plus costs to close.

Nomination 473-4 is a 58+/-acre located on Pine Island adjacent to Buttonwood Preserve.  This parcel contains native pine flatwoods, palmetto prairie, some exotic plants (melaleuca, Brazilian peppers) and gopher tortoises.  It will provide a primary access to Buttonwood Preserve.

 

The proposed project includes hiking, access by local residents for potential nature study and to provide access to the adjacent 20/20 Buttonwood Preserve.

 

At closing, Greater Pine Island Civic Association and Calusa land Trust and Nature Preserve of Pine Island, Inc. have offered donations in the amount of $250 and $5,000 respectively.

 

With development moving forward, locations for debris staging are becoming more scarce. In the event of hurricane(s) or major storm(s) impacting Lee County, Solid Waste has a need for debris staging areas throughout Lee County but specifically on Pine Island.  Approximately 20 acres of this property runs along the east side of Stringfellow Road and would potentially be a suitable location for debris staging in this area.

Appraisal Information:

The subject property was appraised on January 8, 2019, by Diversified Appraisal, Inc. indicating a value of $17,025 per acre.

The subject property was appraised on January 8, 2019, by RKL Appraisal and Consulting indicating a value of $14,445 per acre.
