| | | | | | | | I. | MOTION REQUESTED | | Approve a State Housing Initiatives Partnership (SHIP) education grant award agreement with Habitat for Humanity of Lee and Hendry Counties, Inc. in an amount totaling $38,794. |

| | | | | | | | II. | ITEM SUMMARY | | Lee County was awarded $60,794 through the SHIP program to provide housing counseling to eligible households who have received SHIP assistance. The county entered into agreements with three nonprofit housing agencies to provide these counseling services. The current total unencumbered balance is $38,794 which must be expended by September 2019. The three agencies have agreed to return their remaining balances so that the county can re-award these funds for expenditure before the state’s deadline.
Approval of the agreement will provide $38,794 to Habitat for Humanity of Lee and Hendry Counties, Inc., a nonprofit housing agency, for housing counseling to very-low, low, and moderate-income households to be expended by September 2019.

| | | | | | | | | A) | Board Action and Other History | | | Lee County has received funds for a number of years from the Florida State Housing Initiatives Partnership (SHIP) program for the provision of affordable housing. Of the amount awarded to Lee County, $60,794 may only be used for housing counseling services performed by U.S. Department of Housing and Urban Development (HUD) approved counseling agencies.
Funding availability was advertised on August 1, 2017, in compliance with Florida Statute 420.907, and awarded to three nonprofit housing agencies. These agencies are unable to encumber their remaining balances by the state’s September 2019 deadline. If the funds are not expended by September 2019, the county will be required to forfeit the funds back to the State. In order to keep the funds for the benefit of eligible SHIP households in Lee County, the three agencies have agreed to return their collective unencumbered balance of $38,794 to the county to be re-awarded.
Habitat for Humanity of Lee and Hendry Counties, Inc. is a nonprofit, HUD approved counseling agency with resources to expend the funds prior to September 2019. The $38,794 will be used for housing counseling and education and for financial coaching and management to 39 (13 very-low, 13 low and 13 moderate-income) SHIP households.
This recommendation is in compliance with the 2017/18 – 2019/20 Local Housing Assistance Plan adopted by the County Commissioners on February 21, 2017 and by the Florida Housing Finance Corporation on April 18, 2017.
