| | TITLE: | Approve Purchase & Installation of New Roof for Lee County Human Services Building |

| | | | | | | | | I. | MOTION REQUESTED | | | A) Approve County Project Authorization No. 6, under Contract No. 7843 with West Coast Florida Enterprises, Inc., under Annual Contract No. RFP170382ANB, County Wide Roofing, for the purchase and installation of a new roof for the Lee County Human Services Building, in a total amount of $246,650.00.
B) Authorize an additional $24,665.00 (10% of the total contract amount) in contingency funds to cover possible unforeseen expenses that may arise during the project. Grant County Manager, or designee, the authority to use the contingency funds, and to approve the associated Change Orders, as may be necessary to complete the project.

| | | | | | | | | II. | ITEM SUMMARY | | | Provides a new roof for the Lee County Human and Veteran Services Building in a total amount of $246,650.00. The current roof was installed in 2001 and has reached the end of its useful life. Replacement of this roof was planned and budgeted.

| | | | | | | | | III. | BACKGROUND AND IMPLICATIONS OF ACTION |

| | | | | | | | | | A) | Board Action and Other History | | | | The Facilities Construction and Management Department submitted a request to Procurement Management to obtain proposals for the project known as RFP170382ANB, Annual County Wide Roofing, to provide various roof repairs and replacements throughout the County. On the proposal deadline of July 21, 2017, the Procurement Management Department received eight proposals.
The committee ranked all eight proposals and recommended to award to all eight vendors. On October 17, 2017, the Board approved RFP170382ANB, County Wide Roofing.
On March 30, 2018, Supplemental Task Authorization (STA) No. 1, Roofing Project for Terry Park Admin Building was administratively approved in the total amount of $73,780.00.
On September 28, 2018, County Project Authorization (CPA) No. 2, Karl Drew Rec House Reroof, was administratively approved, in the total amount of $22,950.00. On April 19, 2019, County Project Modification (CPM) No. 1 to CPA No. 2, was administratively approved, in the amount of $896.00, for a total project amount of $23,846.00.
On September 28, 2018, CPA No. 3, Daniels Parkway Facility, was administratively approved, in the total amount of $13,900.00. On April 18, 2019, CPM No. 1 to CPA No. 3, was administratively approved, in the amount of $224.00, for a total project amount of $14,124.00.
On September 28, 2018, CPA No. 4, San Carlos Elementary Ball Field Concession Roof, was administratively approved in the total amount of $18,900.00. On March 11, 2019, CPM No. 1 to CPA No. 4, was administratively approved in the amount of $910.00, for a total project amount of $19,810.00.
On November 14, 2018, CPA No. 5, Lee County Administration Entrance Roof, was administratively approved, in the total amount of $18,350.00.

| | | | | | | | | | D) | Analysis | | | | The roof of the Human and Veteran Services building was installed in 2001 and has reached the end of its useful life. Due to the age of the roof, seams have separated and multiple blisters have developed. The roof has been repaired during the past five years to correct these issues, however they are only temporary in nature. The roof is at that point where it needs to be replaced or the building is susceptible to water damage. |

| | | | | | | | | | E) | Options | | | | Approve – The possibility of water leaks into the building will be eliminated and maintenance will be eliminated for several years. Decline – Maintenance to the roof will continue and water intrusion into the building during severe weather is likely.
