TITLE:Approve Purchase and Installation of Air Handling Unit at Lee County Justice Center Tower 

I.MOTION REQUESTED
 Approve County Project Authorization No. 5, under Contract No. 8082 with Carroll Air Systems, Inc., under Piggyback No. PB180483JJB, Purchase of Daikin HVAC Equipment and Installation, for the purchase and installation of the air handling unit fan array system in the Lee County Justice Center Tower in a total amount of $200,630.00.
II.ITEM SUMMARY
 Approves contract with Carroll Air Systems for the purchase and installation of the air handling unit fan array in the Lee County Justice Center for $200,630. The new system provides redundancy and is more energy efficient. This project was planned and budgeted.
III.BACKGROUND AND IMPLICATIONS OF ACTION
 A)Board Action and Other History
  On September 18, 2018, the Board of County Commissioners approved Piggyback No. PB180483JJB, Purchase and Installation of Daikin Equipment and Installation.

The Board of County Commissioners approved County Project Authorization (CPA) No. 1 on September 18, 2018 for the Lee County Justice Center Fan Array Replacement for the odd floors in the Justice Center Tower, in a total amount of $200,630.00.

The Board of County Commissioners approved County Project Authorization (CPA) No. 2 on September 18, 2018 for purchase and installation of a second chiller, replacement of existing ice tanks, digital display and a glycol makeup system for the South County Regional Library, in a total amount of $412,865.00.

The Board of County Commissioners approved County Project Authorization (CPA) No. 3 on April 16, 2019 for the purchase and installation of a third chiller and Alternate 1, the demolition and replacement of existing condenser water piping/fittings at the Lee County Justice Center Proper, in a total amount of $499,123.00.

  The air conditioning system of the ten story Justice Center Tower was originally serviced by two large air handler units. These two units provided the entire tower with air conditioning. One unit cooled the even floors while the other one handled the odd floors. The fan array that handles the odd floors was replaced during the fall of 2018. The original system used a single large blower wheel and alternating motor configuration which caused long down time for repairs and maintenance. The system that has already been installed for the odd floors will be the same type that will be installed for the even floors. These new systems have smaller multi-fans and direct current motor configurations which eliminates down time due to the redundancy of the fans. The system will be much more energy efficient due to the direct current motors.

  Approve – replacement of fans will provide continued air conditioning to the even floors of the Tower. Decline – The even floors of the Tower will be without air conditioning for an unknown amount of time if the current system fails.
