B) Approve budget amendment resolution to add $1,835,581 in grant funds to the 2018 -2019 budget.
C) Authorize Chair to sign sub-recipient contracts, and future necessary amendments that do not substantially change the overall intent of the agreement/contract, once received.
D) Authorize Director of Human and Veteran Services or designee to sign grant/project reports. |

| | | | | | | | II. | ITEM SUMMARY | | Approval allows receipt of HUD Continuum of Care (CoC) funds in the current fiscal year 2018-2019 budget. This funding is used for homeless housing and services administered by Human and Veteran Services and local non-profit agencies.

| | | | | | | | | A) | Board Action and Other History | | | Pursuant to 24 CFR Part 578, and as approved by the Board of County Commissioners at the September 4, 2018 meeting (Agenda Item 16), Lee County submitted an application for HUD Continuum of Care funds in September 2018.
HUD awarded Continuum of Care funds, and has requested the execution of grant agreements with Lee County. Funding will be available to Lee County upon execution of these agreements. |

| | | | | | | | | B) | Policy Issues | | | Lee County Administrative Code 3-17 requires Board approval for all grant applications and awards. HUD has awarded Lee County Continuum of Care funds. |

| | | | | | | | | C) | BoCC Goals | | | Meets requirements for grant funding, which provides for Human Services in Lee County.
Funding addresses human service needs in Lee County and addresses priorities as identified in the 10 Year Plan to End Homelessness. This funding has been accepted and utilized in Lee County since 1995.

| | | | | | | | | D) | Analysis | | | On September 4, 2018, the Board approved Agenda Item #16, which authorized the submission of the 2018 U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) funding application. The federal funding provides for homeless housing and services in Lee County.
HUD announced 2018 CoC awards on January 26, 2019, and budget must be established to commit and expend the awarded funds. This award provides funding for two permanent housing renewal projects operated by community nonprofit agencies, one new permanent housing project operated by a community nonprofit (Lee County Housing Development Corp. (LCHDC), for $55,086 (provides rental assistance to a minimum of 8 families experiencing homelessness and who are victims of domestic violence) and one planning project, for $75,000, administered by Human and Veteran Services. Included in the award amount is approximately $16,610 to cover necessary oversight and administrative expenses of Human and Veteran Services staff.
The renewal projects will require the execution of three (3) contracts with two nonprofit agencies (sub-recipients) as follows:
Community Assisted & Supportive Living, INC (CASL):
Supportive Services - $122,134 to provide case management, other client services and operating expenses to a minimum of 17 individuals.
Rental Assistance - $156,984 to provide rental assistance to minimum of 27 individuals experiencing homelessness.
The Salvation Army (TSA) Rapid Rehousing - $1,426,377 to provide rental assistance to a minimum of 66 families with children experiencing homelessness.
The planning project will be used by Human and Veteran Services to increase CoC-wide collaboration and enhance project outcomes by continuing to fund a Coordinated Assessment Specialist position.

| | | | | | | | VI. | TIMING/IMPLEMENTATION | | HUD announced 2018 CoC awards on January 26, 2019.
The HUD grant agreements were received and signed by the BOCC Chair as authorized in Agenda #16 Item Approved 9-4-18.
The sub-recipient contracts have varying effective dates, as noted below. Contracts are prepared using a template approved by Lee County’s Risk Management and Attorney’s Offices, which includes the specific HUD Agreement for the project and applicable federal requirements. Prior to submission to the Chair for signature, the prepared contract will be signed by the agency, and reviewed for legal sufficiency by the Lee County Attorney’s Office and by Risk Management for applicable insurance requirements.

The Board Chair will need to sign the following:

Sub-recipient contracts once prepared, and if necessary, approve any future amendments to the contracts, for this and previous fiscal years, that do not substantially alter the original intent of the contract.

Human and Veteran Services staff will administer and oversee CoC projects throughout the program year.
