A) Award Competitive Negotiation Request for Proposal No. CN190114LAC, Design - Littleton Road Widening - Corbett Road to US 41, to David Douglas Associates, Inc., in an amount not to exceed $1,304,848.29.

B) Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

The Lee County Department of Transportation submitted a request to Procurement Management to obtain proposals to contract with a qualified firm to provide design, permitting, and post design services for the widening of Littleton Road from Corbett Road to US 41. On January 8, 2019, the Department of Procurement Management advertised Competitive Negotiation Request for Proposal No. CN190114LAC, Littleton Road Widening - Corbett Road to US 41. On the proposal deadline of February 12, 2019, the Department of Procurement Management received seven proposals. At the first evaluation committee meeting, February 28, 2019, the evaluation committee short-listed four firms to return for presentations and a question and answer session. At the second evaluation committee meeting, March 19, 2019, after the presentations, the committee made the recommendation to award the contract to David Douglas Associates, Inc., following successful negotiations. Staff completed successful negotiations with David Douglas Associates, Inc., resulting in a contract amount not to exceed $1,304,848.29.

On February 21, 2017, the County entered into a contract with AiM Engineering to provide professional services and prepare a roadway alignment study for the Kismet/Littleton Realignment Project. Part of that contract included engineering/environmental analysis and survey for the widening of Littleton Road from Corbett Road to US 41. On January 15, 2019, the Board approved staff's recommended three-lane alternative for the widening. This contract will complete the design and prepare the project for construction.
