TITLE:Award Contract for Caribbean Boulevard Seawall Replacement 

I.MOTION REQUESTED
 

A) Award Invitation to Bid No. B180578LKD, Seawall Replacement- Caribbean Blvd, to Benton & Sons Construction Company, Inc., the responsible bidder with the lowest responsive bid, for the removal and replacement of the seawall on the County owned property located at 13498 Caribbean Blvd, Fort Myers, in the total amount of $141,320.00.

 

B) Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

II.ITEM SUMMARY
 

Awards a contract to Benton & Sons Construction Company, Inc., for the removal and replacement of the seawall on the County owned property located at 13498 Caribbean Blvd, Fort Myers, in the total amount of $141,320.00. The seawall was badly damaged by hurricane Irma.  This project was planned and budgeted.

III.BACKGROUND AND IMPLICATIONS OF ACTION

On January 11, 2019, the Department of Procurement Management advertised Invitation to Bid No. B180578LKD, Seawall Replacement-Caribbean Blvd, for Facilities Construction & Management for the removal and replacement of the seawall located at 13498 Caribbean Blvd, Fort Myers, FL  33901. On February 13, 2019, three bids and one “no bid” were received in response to the advertisement. 

 

Upon review of the submissions and the verification of the unit price calculations, it was determined that Benton & Sons Construction Company, Inc. was the responsible bidder with the lowest responsive bid. An email confirmation was received from Benton & Sons Construction Company, Inc., regarding a mathematical correction and to ensure the vendor could complete the project in accordance with the solicitation requirements for the corrected total of $141,320.00. Benton & Sons Construction Company, Inc. confirmed the pricing and accepted the project as specified.

The seawall at 13498 Caribbean Blvd, Fort Myers, FL  33901, is in need of replacement. The deterioration of the antiquated seawall was exacerbated due to tidal action during Hurricane Irma. The project consists of replacing approximately 168 lineal feet of seawall, the excavation of approximately 65 cubic yards of displaced uplands and the replacement of a failed storm water pipe.

Approve – Seawall and failed drainage pipe will be replaced. Decline – Erosion and displacement of uplands will continue.
