TITLE:Amend 2019 State Legislative Priorities 

I.MOTION REQUESTED
 Adopt selected policy statements for inclusion in Lee County's 2019 State Legislative Priorities.
II.ITEM SUMMARY
 The BoCC periodically updates its platform based on legislative developments.
III.BACKGROUND AND IMPLICATIONS OF ACTION

  On December 18, 2018 the BoCC adopted its platform for the 2019 Florida Legislative Session.

The attached draft highlights the proposed modifications outlined below.

Adopt one or more of the following policy statements:

 

1) Restore the in advertently deleted sentence, "SUPPORT the design and construction of a water quality treatment facility as a component of the C-43 Reservoir"

 

2) Business Regulation- OPPOSE HB 3, a sweeping state preemption bill that would dissolve local business regulations on July 1, 2021 and impose extremely onerous requirements for their reauthorization.

 

3)OPPOSE HB 693, which would reduce revenue allocated to countries from the State's Communications Services Tax and preempt local authority to regulate permitting and fees with respect to the telecommunications industry.

 

4) Consumer Protection- SUPPORT statewide regulation to protect consumers against credit card skimming and identity fraud at fuel pumps.

 

5) Emergency Medical Services Regulation- SUPPORT maintaining a countywide regulatory system for EMS transport through the current Certificate of Public Convenience and Necessity (COPCN) process.

 

6) Impact Fees- SUPPORT maintaining flexibility to use impact fee revenue as it becomes available for debit repayment on projects that expand capacity to meet growth-related infrastructure demand.

 

7) Septic System Regulation- SUPPORT legislation that requires onsite sewage treatment and disposal systems to be periodically inspected, pumped-out and replaced as appropriate.

 

8) Tourist Development Tax- SUPPORT amending 125.0104(5)(b), F.S., to allow counties with a population of less than 950,000 to use tourist development tax revenue to acquire, construct, extend, enlarge, remodel, repair, improve, maintain, operate, or promote fishing piers.
