| | | | | | | | I. | MOTION REQUESTED | | A) Award Competitive Negotiation Request for Proposal No. CN180454DLK Annual Environmental Consulting Contract (Permitting, Mitigation and Monitoring) to the following 15 firms for a period of two years, for use on an as needed basis for professional environmental services, as approved in the departments’ annual adopted budgets: Coastal Engineering Consultants, Inc.; Johnson Engineering, Inc.; Wood Environment & Infrastructure Solutions, Inc.; Applied Technology & Management, Inc.; Vanasse Hangen Brustlin, Inc.; Wildlands Conservation, Inc.; Dewberry Engineers, Inc.; GHD Services Inc.; Hans Wilson & Associates, Inc.; EcoPlanz, Inc.; Betsie N Hiatt, Environmental Consulting, LLC; Kadrmas Lee & Jackson, Inc.; Turrell, Hall & Associates, Inc.; Taylor Engineering, Inc. and The Transit Group, Inc. dba Ecological Associates, Inc.
B) Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.
C) Grant the County Manager or designee the authority to negotiate renewals of the contracts, including changes in price, for up to three additional one-year periods, and/or to extend the contracts up to six months, and to execute all associated documents, with County Administration approval, as approved in the departments’ annual adopted budgets, if doing so is in the best interest of Lee County. |

| | | | | | | | II. | ITEM SUMMARY | | Awards contracts to fifteen firms for environmental impact surveys, assessments, design mitigation and/or wetland systems or activities, prepare cost estimates, obtain appropriate permits, etc.: Coastal Engineering Consultants, Inc.; Johnson Engineering, Inc.; Wood Environment & Infrastructure Solutions, Inc.; Applied Technology & Management, Inc.; Vanasse Hangen Brustlin, Inc.; Wildlands Conservation, Inc.; Dewberry Engineers, Inc.; GHD Services Inc.; Hans Wilson & Associates, Inc.; EcoPlanz, Inc.; Betsie N Hiatt, Environmental Consulting, LLC; Kadrmas Lee & Jackson, Inc.; Turrell, Hall & Associates, Inc.; Taylor Engineering, Inc. and TheTransit Group, Inc. dba Ecological Associates, Inc., on an as needed basis for an initial period of two-years with the option to renew for three additional one-year periods, as approved in the departments’ annual adopted budgets. | | | | | | | | | A) | Board Action and Other History | | | On September 14, 2018, Procurement Management advertised Competitive Negotiation Request for Proposal No. CN180454DLK, Annual Environmental Consulting Contract (Permitting, Mitigation and Monitoring) on behalf of the Board of County Commissioners. On the proposal deadline of October 16, 2018, Procurement Management received twenty-one proposals. The Competitive Negotiation Committee’s first evaluation meeting was held November 27, 2018, during which the Evaluation Committee considered criterion listed in the solicitation: Experience of Firm, Key Personnel, and Tasks. Fifteen firms were short-listed.
Interviews were conducted on December 14 and 21, 2018. The final evaluation meeting was held after the scheduled interviews. The committee recommended awarding contracts to fifteen firms: Coastal Engineering Consultants, Inc.; Johnson Engineering, Inc.; Wood Environment & Infrastructure Solutions, Inc.; Applied Technology & Management, Inc.; Vanasse Hangen Brustlin, Inc.; Wildlands Conservation, Inc.; Dewberry Engineers, Inc.; GHD Services Inc.; Hans Wilson & Associates, Inc.; EcoPlanz, Inc.; Betsie N Hiatt, Environmental Consulting, LLC; Kadrmas Lee & Jackson, Inc.; Turrell, Hall & Associates, Inc.; Taylor Engineering, Inc.; The Transit Group, Inc. dba Ecological Associates, Inc.
Total expenditures for these services in FY 2017 – 2018 were $167,625.84. |
