TITLE:Request for Out-of-Cycle Tourist Development Tax Funding for Tram Replacement at Cayo Costa 

I.MOTION REQUESTED
 A) Approve an out-of-cycle Beach and Shoreline funding request to purchase a replacement tram for Cayo Costa Island State Park in the amount of $30,960.00
B) Authorize chair to execute an interlocal agreement on behalf of Board of County Commissioners between Lee County and Barrier Island Parks Society Inc. 
C) Approve a budget transfer in the amount of $30,960.00 from Touist Development Tax reserves to Beach and Shoreline to fund the project. 
D) Amend the FY18/19 Beach and Shoreline Major Maintenance budget accordingly.
 
II.ITEM SUMMARY
 Provides $30,960 in Tourist Development Tax funds to the Barrier Island Park Society for replacement of a visitor tram at Cayo Costa State Park. The Barrier Island Park Society has deemed the tram inoperable and in need of replacement. The unanticipated funding request is being made now because peak visitor season is approaching.
III.BACKGROUND AND IMPLICATIONS OF ACTION

In 2014, the Board of County Commissioners approved funding for Cayo Costa State Park to purchase a new tram and truck. The second tram is 17 years old and the damage is now beyond the reasonable cost of repair. 

On December 13, 2018 the Tourist Development Council will make a recommendation to the BoCC regarding the $30,960 request, which includes the barging cost of $3,000 to the island park. The out-of-cycle funding will provide a replacement tram for Cayo Costa State Park.
