TITLE:Approve Contract to Remodel the First Floor of the Justice Center Annex 

I.MOTION REQUESTED
 A) Approve Amendment to the Construction Manager Agreement under Solicitation No. CMR180033TJM, Annual Construction Manager at Risk Contract with Stultz, Inc. to authorize Construction Phase Services and establish the Guaranteed Maximum Price of $232,280.38 for the construction of remodeling improvements and additional security measures to the first floor of the Justice Center Annex.
B) Authorize the Chair to execute the Amendment documents on behalf of the Board of County Commissioners.
C) Authorize expenditures, using appropriate procurement methods, in an amount not to exceed $20,000.00 for the County to purchase ancillary items necessary for the security of the Justice Center Annex, including furniture and telecommunications equipment.
II.ITEM SUMMARY
 Approves Amendment to the Construction Manager at Risk Agreement with Stultz, Inc. to authorize Construction Phase Services and establish the Guaranteed Maximum Price of $232,280.38 for the construction of remodeling improvements and additional security measures to the first floor of the Justice Center Annex. The total estimated cost to permit and construct the improvements is $271,000.00. Anticipate construction will begin in February 2019 and be completed in July 2019. This project was planned and budgeted.
III.BACKGROUND AND IMPLICATIONS OF ACTION
 A)Board Action and Other History
  On March 20, 2018, the Board approved award of CMR180033TJM Annual Construction Management at Risk Contract to a total of 15 firms, including Stultz, Inc. The Board also authorized staff to negotiate on a project-by project basis the percentage of the Construction Management (CM) Fee and the Guaranteed Maximum Price (GMP), with each project's GMP brought back to the Board for approval.

  County Administration and Facilities Construction & Management staff have realized it is time to rehabilitate County buildings and to provide security measures for the staff and citizens within the buildings. Construction to the buildings will take place at night to avoid disrupting the work place.

The renovations will provide convenient access to the Justice Center Annex for the public who utilize the parking lots along Martin Luther King Boulevard while at the same time increase the security of the building.
