| | TITLE: | Approve Contract to Remodel the Lee County Administration Building |

| | | | | | | | | I. | MOTION REQUESTED | | | A) Approve Amendment to the Construction Manager Agreement under Solicitation No. CMR180033TJM, Annual Construction Manager at Risk Contract with Gilbane Building Company for the construction of remodeling improvements and security measures to the Lee County Administration Building.
B) Authorize staff to negotiate the Guaranteed Maximum Price, with County Administration approval, for an amount not to exceed $2,000,000.00.
C) Authorize the Chair to execute the Amendment documents on behalf of the Board of County Commissioners, upon receipt.
D) Authorize expenditures, using appropriate procurement methods, in an amount not to exceed $240,000.00 for the County to purchase ancillary information technology equipment and $275,000.00 for furniture necessary for the operation of the Lee County Administration Building..

| | | | | | | | | II. | ITEM SUMMARY | | | Approves Amendment to the Construction Manager at Risk Agreement with Gilbane Building Company for the construction of remodeling improvements and security measures to the Lee County Administration Building to establish the Guaranteed Maximum Price (GMP) in an amount not to exceed $2,000,000.00. Anticipate construction will begin in January 2019 and be completed in July 2019. This project was planned and budgeted.
Typically, the GMP for such projects is negotiated prior to seeking Board approval. However, due to the time-sensitive nature of this project, staff is requesting that the amendment be approved with a not to exceed cost of $2,000,000.00. Staff will notify the Board via memo as to the actual negotiated GMP prior to execution by the Chair. |

| | | | | | | | | | A) | Board Action and Other History | | | | On March 20, 2018, the Board approved award of CMR180033TJM Annual Construction Management at Risk Contract to a total of 15 firms, including Gilbane Building Company. The Board also authorized staff to negotiate on a project-by project basis the percentage of the Construction Management (CM) Fee and the Guaranteed Maximum Price (GMP), with each project's GMP brought back to the Board for approval.
On April 17, 2018, the Board approved award of the architectural services contract with Burt Hill/Pollock Krieg Architects, Inc to design the renovations and security measures for the Administration Building for a cost of $148,100.

| | | | | | | | | | D) | Analysis | | | | County Administration and Facilities Construction & Management staff have realized it is time to rehabilitate County buildings and to provide security measures for the staff and citizens within the buildings. Construction to the buildings will take place at night to avoid disrupting the work place. |
