TITLE:Award Contract for Environmental Water Quality and Hydrological Impacts - Countywide 

I.MOTION REQUESTED
 

A)   Award a contract to GHD Services, Inc., under Competitive Negotiation Request for Proposal No. CN180325DLK Annual Environmental Contract (Water Quality and Hydrological Impacts, Site Assessments and Site Remediation), for a period of two years, for use on an as needed basis for professional environmental services, as approved in the departments’ annual adopted budget.

 

B)    Ratify the effective date of the contract as October 16, 2018, which is consistent with the effective date of the eleven other contracts awarded under Competitive Negotiation Request for Proposal No. CN180325DLK.

 

C)   Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

 

D)   Grant the County Manager or designee the authority to negotiate renewals of the contracts, including changes in price, for up to three additional one-year periods, and/or to extend the contracts up to six months, and to execute all associated documents, with County Administration approval, as approved in the departments’ annual adopted budgets, if doing so is in the best interest of Lee County.

II.ITEM SUMMARY
 Awards a contract to GHD Services, Inc. for environmental water quality and hydrological assessments, environmental investigations, surveys and assessments, design mitigation activities, preparing cost estimates, obtaining permits, permit compliance, etc. for use on an as needed basis for an initial period of two years with the option to renew for three additional one-year periods, as approved in the departments’ annual adopted budgets. Ratification is requested because GHD Services, Inc.’s contract was not received before the October 16, 2018 Board meeting where eleven other vendors were awarded contracts under this solicitation, and the contract effective date is the date of Board approval. Ratifying the effective date of this contract to October 16 makes it consistent with other eleven contracts awarded under this solicitation. Total expenditures for these services for Fiscal Year 2017 - 2018 were approximately $ 104,130.36.

On October 16, 2018, the Board of County Commissioners awarded Competitive Negotiation Request for Proposal No. CN180325DLK for Annual Environmental Contract (Water Quality and Hydrological Impacts, Site Assessments and Site Remediation) to twelve firms: Aptim Environmental & Infrastructure, Inc.; Cardno, Inc.; Environmental Risk Management, Inc.; GFA International, Inc.; GHD Services Inc.; Johnson Engineering, Inc.; Kadrmas, Lee & Jackson, Inc.; Kimley-Horn and Associates, Inc.; Mayne Environmental Consultants, Inc.; RMA Geologic Consultants, Inc.; WSP USA, Inc. and Wood Environment & Infrastructure Solutions, Inc. Ratification is requested because GHD Services, Inc.’s contract was not received before the October 16, 2018 board meeting.

Total expenditures for these services for Fiscal Year 2017 - 2018 were approximately $ 104,130.36.
