A)   Award Request for Proposal No. RFP180418JJB, Annual - Environmental Maintenance Contract (Exotic Plant Control), to the following vendors for an initial period of one year, to provide environmental maintenance and exotic plant control, as approved in the departments’ annual adopted budgets: A+ Environmental Restoration, LLC; Aquatic Weed Control, Inc.; Cardno, Inc.; Deangelo Brothers, LLC dba Aquagenix; EarthBalance Corporation; Environmental Restoration Consultants, Inc.; Mettauer Environmental, Inc.; Peninsula Improvement Corporation dba Collier Environmental Services; Sandhill Environmental Services, LLC;  Walker Exotic Tree Eradication & Mitigation, LLC and Woods and Wetlands, Inc., for a one-year (1) period, as approved in the departments’ adopted budgets.

B)   Authorize the Chair to execute the contract documents on behalf of the Board of County Commissioners.

C)   Grant the Director of Procurement Management the authority to negotiate renewals of the contracts, including changes in price, for up to three additional one-year periods, and/or to extend the contracts, and to execute all associated documents, with County Administration approval, as approved in the departments’ annual adopted budgets, if doing so is in the best interest of Lee County.

D) Grant the Director of Procurement the authority to extend the contracts for up to six (6) month beyond the termination date with County Manager approval.

Award contracts for environmental maintenance services for an initial period of one year with the option to renew for three additional one-year periods to: A+ Environmental Restoration, LLC; Aquatic Weed Control, Inc.; Cardno, Inc.; Deangelo Brothers, LLC dba Aquagenix; EarthBalance Corporation; Environmental Restoration Consultants, Inc.; Mettauer Environmental, Inc.; Peninsula Improvement Corporation dba Collier Environmental Services; Sandhill Environmental Services, LLC;  Walker Exotic Tree Eradication & Mitigation, LLC and Woods and Wetlands, Inc. Total expenditures for these products and services during Fiscal Year 2017-2018 were approximately $1,409,060.67.

On July 24, 2018, Procurement Management advertised Request for Proposal No. RFP180418JJB, Annual - Environmental Maintenance Contract (Exotic Plant Control) on behalf of the Board of County Commissioners. On the proposal deadline of August 21, 2018, Procurement Management received thirteen proposals. An evaluation meeting was conducted on September 13, 2018 during which the Evaluation Committee considered criterion as listed in the solicitation request, including such items as: firm history, qualifications, experience, plan of approach, references and personnel. After evaluating the proposals submitted by the firms, it was the consensus of the committee to recommend the top eleven qualified firms. Total expenditures for these products and services during Fiscal Year 2017-2018 were approximately $1,409,060.67.

Expenditures will be as needed and within the departments’ annual approved, adopted budget.
